With reference to the Long Notice Published on 7th July 2017, the following clauses have been amended to read as follows:

Clause 10.8

At least five (5) similar assignments carried out in the last 10 years (maximum 15 references). These can either be assignments which have been fully completed or not yet completed. In case of the latter, the percentage of completion on the date 28 days before the Application submission deadline should be clearly stated. Assignments with higher percentage of completion are preferred. Compliance requirements are described in the table below;

CRITERIA:

Subject: Number of Similar Assignments

Requirement: At least five (5) similar assignments carried out in the last 10 years (maximum 15 references). These can either be assignments which have been fully completed or not yet completed. In case of the latter, the percentage of completion on the date 28 days before the Application submission deadline should be stated. Assignments with higher percentage of completion are preferred.

COMPLIANCE REQUIREMENTS:

Single Entity: Must meet requirement.

Joint Venture/Consortium (existing or intended):

- All Parties Combined: Must meet requirement

- Each Member: Must meet 40% of the requirement

- One Member: N/A

The similarity of the assignments is described in 12) below. The bidder shall provide suitable and verifiable proof/evidence of all references. For the ongoing projects, the percentage of completion should be proven. Such proof shall include official letters from the Clients for the cases of ongoing assignments. References without such proof/evidence shall not be evaluated. Each reference shall also be accompanied by a written and signed statement on official letter head from the authorised relevant clients/client representatives confirming the information in the reference on client paper head. This statement should specifically indicate how the reference meets the key requirements (e.g. pipe length, diameters, % completion, date of completion, JV/Single firm, % share, scope of services, scope of works cost of assignment, cost of works, etc). In addition, contact details of the relevant clients/client representatives (email, phone, address, website, name/title/designation of contact person) shall be given for purposes of further verification of the presented experience. References without the required statement and contact details will not be evaluated. Any form of misrepresentation will lead to disqualification of the Application. Any references beyond the maximum number will be ignored. The consultant shall provide summary of references in the format shown in Table 3.1 - Annex 3, and detail references sheets (not more than 15 references) in the format shown in Table 3.2-Annex 3.

Clause 12(a)

Determination of the similarity of the experiences will be based on:

a) Detailed design, preparation offender dossier, and works supervision (feasibility studies, masterplans, studies, or similar assignments will not be considered as references) of drinking water distribution networks of projects which fulfil one or more these criteria:

• at least diameter 300mm, and total length of at least 60km (>=300mm diameter); project with pipelines larger than DN1000mm shall be given preference, or

• project designed for a population-served projected at a minimum of one million habitants

• supervision works of value not less than EUR 30m (or equivalent in another currency)

b) The project in 12(a) above having been implemented in any part of the world. Projects in Saharan Africa shall have preference. Sub-Saharan countries to be considered are listed by the UN Statistics Division (https://unstats.un.org/unsd/methodology/m49/)

Annex 3: Detailed Project References -Table 3.1: Detailed references: A column for percentage project completion shall be included in the submission

The deadline for submission of Expressions of Interest has been extended to 22nd September 2017 at 11:00am East African Time
